If you don’t need to apply taxes to your customers' orders, there’s no need to add tax rates in your general settings.
However, if you need to charge taxes for certain customers in specific countries, you can add relevant tax rates to your general settings. When creating an order, you’ll then have the option to apply a tax rate to individual products or to the entire order.
You can also set a default tax rate for specific customers in your address book. This tax rate will be automatically applied whenever they place an order.
